Quebec is the only province that still have Investor program in operation across Canada. It remains as the top choice for business immigration applicants for the past few decades for its minimum investment risk and the high quota cap every year (almost two thousand a year). Compared to business streams in other provinces, Quebec investors only make investments after they obtain the permanent resident status.
